CFA has begun a program to measure all eligible structural firefighters for the new PPC structural ensemble. This follows the completion of
the consultation process with the Volunteer Associations and the United Firefighters Union.
Priority for the rollout of the new PPC will go to those brigades that historically respond to a high level of structural incidents in their brigade response area.
Allocation of the new structural ensemble for CFA volunteer structural firefighters will be based on the number of structural incidents attended during a year. All CFA career firefighters will be issued the new ensemble.
CFA volunteer and career structural firefighters will have the choice of selecting one of two ‘outer shell material’ ensembles – lime green Nomex 111A/D or the gold PBI Gold.
All firefighters are entitled to make their own individual choice of the outer shell material. Those firefighters who are entitled to two or more sets of the new structural ensemble can only choose one of the outer material types for multiple sets of PPC.
Volunteer firefighters who attend 51 or more structural incidents per year will be entitled to two sets, or three sets where they attend more than 150 incidents over a 12 month period.
The regional PPC Coordinator, in consultation with the OIC of your brigade, will arrange dates and times for individual sizing of firefighters.
The first sets of the new structural ensembles are expected to be delivered in about October this year. Once full production is underway, new ensembles will be manufactured and delivered about 12 to 16 weeks from the time of individual measurement.
The structural ensembles in both Nomex and PBI Gold outer shell fabrics have been extensively tested and meet the performance criteria contained within the Australian Standard AS 4967:2006 (Protective Clothing for Firefighters – Requirements and Test Methods for Protective Clothing used in Structural Firefighting).

In February 2008, the CFA Board resolved that all structural firefighters would be given a choice between two outer shell fabrics for their new structural firefighting ensemble – Nomex 111A/D (Lime Green) or PBI Gold.
The following information is provided to assist individual wearers in determining their choice of structural ensemble outer shell material. Please remember that regardless of the choice of outer shell material, all other fabrics, components and design features are identical on both ensembles.
Both outer shells are “Aramid” fabrics, meaning they are non-natural specialty fabrics based upon unique compositions, weaves or technologies. Both fabrics have been specifically designed to provide known levels of protection to wearers engaged in structural firefighting. The level of wearer protection is assured by each fabric’s ongoing compliance with the rigorous test methods and minimum performance criteria contained within Australian Standard AS 4967:2006 (Protective clothing for firefighters- Requirements and test methods for protective clothing used for structural firefighting).

This will be signed by the firefighter on completion. A copy of the signed order form will be given to the firefighter with the other two copies going to Stewart & Heaton and CFA respectively. The courier bag will then be either collected by TOLL or can be taken to Australia Post. Hoorah! One question though - with both sets of gear sensitive to fluorescent light, is anything being done to fire stations in regards to lighting to over come this issue? ie - different lighting, lockers, etc..?

The UFU in a bulletin 175 have claimed that the Nomex is 220gms/m and the PBI is lighter 210Ggms/m but offers the same protection, the nomex has to be brought up to the heavier specification to be equal to PBI.

It's great to see that CFA is giving its members a choice, but is this the right choice? Choosing you choice of colour, I think will cause major problems in CFA and make use look not unified but divided. If the garments were identically the same in colour and apperance, it would matter.
During the role out of this new gear we will have a total of four different looks for CFA members. A lime green look, a brown/gold look, a yellow and black look and a full yellow look, how confusing is that!
I would like to CFA give at least a couple of sets to stations when cleaning occurs or if maintenance of gear occurs, epically for those of us who only get I set of gear
Hi Anonymous. In reaching the personal choice decision, the CFA Board was aware and accepting of the PPC colour variations that would be present both during the transition period and in an ongoing sense.
The Frequently Asked Questions document should adequately address matters related to individual allocation and cleaning arrangements. Specific arrangements will be in put place to handle operational events which lead to large quantities of unavailable ensembles due to contamination. Cheers, Fire Flyer.

Hi Anonymous. Both Nomex 111A/D and PBI Gold are sold as 220 g/sm fabrics.
As with most fabric manufacturing, a commercial tolerance is applied across production runs, which, in the case of both these fabrics, ranges from 210 g/sm up to 225 g/sm. Cheers, Fire Flyer.
I have a query regarding the UFU Bulletin No. 175 – issued on 17 July. It states that the results of the Fire Technology Services UK flashover testing of the different outer shell materials are available on the MFB intranet. I am a CFA member and as such have no access to the MFB’s intranet.
As the results of these tests have a far greater relevance for CFA members (as we are the ones who will be making a choice about outer shell material, not MFB employees), I am surprised that, as far as I can tell, we have not been given the opportunity to view these results ourselves.
Can you please explain why these results are only available to MFB members?
I understand that there may be some commercial confidentiality issues with releasing this information, however if the MFB as an organisation can release the results to its’ members, surely the CFA can treat its' members with the same respect.
I for one, would much rather read the results for myself, rather that read the spin that is put on the results by both sides in their respective information releases.

Hi Anonymous. A sample Ultra Violet radiation testing and mitigation program will commence shortly at selected stations.
Fluorescent light exposure, although potentially damaging to Aramid fabrics, has much lesser impact than that of direct sunlight. The mitigation program will incorporate measures to reduce the impact of fluorescent lighting where necessary. Cheers, Fire Flyer.
I've heard (don't we love rumours?)that there will be a 'rank' patch on the jacket front, is this true? If so, what will be displayed for a non-officer volunteer?
Hi Anonymous. Yes, there will be a rank patch, or epaulette slide, on the centre front of each garment similar to that worn by the Australian Army and MFB.
There are no current plans for volunteer firefighters below the rank of Lieutenant to use this slide, which is consistent with current rank display protocols. Cheers, Fire Flyer.

The CFA development, testing and wearer acceptance process consisted of four key stages –
1. Wollongong Universities 'Human Performance Laboratories' conducted scientific evaluations regarding the interaction of metabolically induced heat upon wearers.
2. Sixteen operational firefighters participated in combined hot fire and activity based subjective trials over four consecutive days at Fiskville Training College.
3. The same sixteen firefighters retained their ensembles for a 60 day on-station trial.
4. Ensembles were exposed to gender based destructive flame envelopment testing at BTTG in Manchester England. The BTTG process subjects dressed heat sensing manikins to full gas flame envelopment for 8 seconds at a heat flux of 80 kW/m2. At the conclusion of this destructive process a predictive burn injury report is produced to evaluate full garment performance under these most extreme conditions.

It is important to understand that the Manikin test has no pass or fail criteria and is an optional test under Australian Standard AS 4967:2006 Protective clothing for firefighters – Requirements and test methods for protective clothing used for structural fire fighting.
The important factor is that all operational performance requirements have been absolutely satisfied through the exhaustive subjective and objective testing and trialling processes undertaken by CFA and independent test houses both nationally and internationally.
The ensembles certified compliance with AS 4967:2006 removes any doubt as to the level of protection afforded to the wearer. Cheers, Fire Flyer.
Fire Flyer - Whether the manikin tests has no pass or fail criteria - the video and written reports should be make available to help our fellow firefighters which ensemble will protect them most.
I have personnaly seen the video of these tests - and clearly shows a difference in performance.
For me it was viewing these video's that well and truly made my mind up as to which one offers the best protection.
As people have to make a choice between two ensembles that BOTH meet the standards, then CFA should release ALL of the results - including the videos of the manikin tests conducted in the UK. I tried posting a comment a few days ago about this but obviously l struck a nerve with someone as it hasn't been posted. I'd be asking why haven't CFA released the full results.
